Does this machine actually laminate the cards? I'm wondering how, without heat?

Yes, you place the card in to the plastic wallet and place this into the cool cardz machine. As the top side of the wallet is sticky when the roller in the machine is pulled, the top side is stuck to the card and the bottom part of the wallet keeping the card secure.
